I'm dubious about the picture

I just had Dish Network installed in my apartment. I have a TV in the living room, and a second one in my bedroom. Last night late at night when I was watching General Hospital(a favorite soap of mine) I noticed blotches of color in the background. Like for example if I was to focus on the background behind where a character was talking, like a door or a wall, I saw what appeared to be blotches or perhaps squares of color growing and then shrinking. Needless to say I got rather disappointed fast. I called my local provider and he had me check my signal strength. That turned out okay. He then suggested I call the tech people at Dish Network. The lady on the phone had me do something similar, although it was more in-depth. She also said it appears that the signal I'm getting is pretty good.

All she could suggest is to wait and see if it happens again tonight, and if it does happen, go into my living room and watch the channel there for awhile and see if I see these blotches.

Have any of you noticed this on your TV's? I'm not sure but it might be what is known as pixelization. What appears to be littles squares of color grouped and moving together.
