Help Where am I going wrong?

OK, I'm new to DTV. My new receivers were installed the day before yesterday.
I have FOUR receivers, two DVR's and two regular's, NO HD.
The installer put in a 21v Power Inserter (Model # +I21R1-03)
and a 8-way Wide Band Splitter. (Model # MSPLIT8Ro-03)

I may sound like I know what I'm talking about here but don't be deceived, I don't!

The installer knew that I was planning on using one of the receivers in my RV, part-time. I asked if I would need a 'Power Inserter' for the RV's system too, he said "No, the LNB would be powered by the receiver". Well, I set up a trial hookup today and 'got notten'. Thinking I couldn't line up on the satellite right, I bought a sat. signal meter from Radio Shack, the 16-594. Couldn't get the meter to budge. Not sure I'm trying for the right satellite, the 110 degree?

So where am I screwing up? I'm not totally stupid. I'm a Master Electrician but the only satellite system I put up was 10 years ago.

Any help out there for me?
