Little Current President at C.E. and Company Past Editor in Chief at on the Screen?

I have dish with a Toshiba plasma tv.
Whenever I turn the system on, there is a screen full of characters changing constantly. Looks like animated gibberish.
Anyone else experience that?

What is it?

How to get it to go away?
