what is a Dbox?

I am told this will receive all 28.2 channels without sub. Is that right?

If it is the same as / similar to:-
http://en.wikipedia.org/wiki/DBox2
then no.
You would need the appropriate CAM and IIRC you would still need to
introduce the viewing card to a DodgyBox at intervals to keep it
alive.

If that was possible, I think we would all know about it and Sky would go bust.

Sky have put much effort into their digital encryption having had the previous
analogue system hacked.

All the BBC and ITV channels and some others are FTA and can be received by non
sky equipment.

There is a module available for the Dreambox called Dragon CAM that
should let it unscamble Sky channels, but one needs a valid Sky
subscription to use this module.
