It's not ratso.
It's his legions of wizards that he has at his command.
They probably sent one of their covert operatives through the cable from
outside your home, and they buggered up the cable to make it look like it
was just a freak accident.

Don't underestimate them.
They cleverly made their last assault look like a naturally occurring
earthquake.

However they have one telltale giveaway, if you listen very carefully at
night, you will hear them coming.
